Production cost is not a number a manufacturer decides. It is the arithmetic result of decisions already taken — most of them in your design and specification, long before anyone quotes. That is good news, because it means cost is controllable: change the specification and you change the price.

Fabric and labour are usually the two largest; development behaves differently from both because it is fixed rather than variable.

Material levers
Fabric basis: stocked, booked or bespoke
The single largest swing in most womenswear quotes. A stocked fabric can be drawn at whatever length the order needs. A booked fabric must be reserved, which constrains scheduling. A bespoke fabric carries the mill's minimum — per colour — and a dye lot that has to be approved before cutting starts.
Two further things move this line without changing the fabric name: width, because a narrower cloth consumes more metres for the same marker; and pattern repeat, because a large repeat forces matching and increases wastage. Lining and internal structure
A full lining is fabric plus the labour to set it. Interlining, boning and stay tape are material plus pressing operations. All of it is invisible in a photograph and all of it is in the quote. The useful question is not whether to remove it but what each element is doing: boning that holds a neckline is structural, boning that is habit is cost.
Trims and hardware
Zips, buttons, hooks, elastic, labels, hangtags, metal hardware. Individually cheap, collectively not, and each has its own minimum and lead time. Custom hardware is the usual trap: the mould or die charge and the supplier minimum often exceed what a small first order needs, which is why a stock alternative in a similar finish is frequently the right first-season call.
Print and embellishment
Method matters more than coverage. Digital printing has low setup and suits short runs; screen printing carries screen and setup charges that only amortise over volume. Placement printing constrains the marker and raises consumption. Hand-applied sequins, beading and lace are commonly outsourced to a specialist workshop with its own minimum — and because decoration is usually the last operation before finishing, a defect found there is expensive to recover.
Construction and development levers
Construction complexity
Sewing cost follows the number of operations, not the number of visible seams. A lined bodice with boning, an invisible zip and a hand-finished hem is many more operations than an unlined slip dress of identical outer length. When a manufacturer says a style is complex, this is usually what they mean.
Pattern complexity
Adapting an existing block is cheap; developing a new one is not. Beyond the block itself, panel count drives cutting time and fabric consumption, and bias cuts, matched seams and engineered prints increase both. Grading and the size run
Every additional size adds grading work and fabric consumption, multiplied across colours. Extending into curve or plus is not a scaled copy of the core range — it often needs its own fit block, which is development rather than scaling. Order structure levers
Quantity
Quantity reduces only the fixed portion of the price — pattern, grading, sampling, setup, marker planning — and nothing else. It does not reduce fabric consumption or the labour inside each garment. Colourways
Each colour is its own cut, its own bundle trail and its own shade check, and usually its own fabric minimum. Several colours across a small total quantity can cost more per piece than the same total in one colour. This is the lever most often pulled in the wrong direction by a new brand trying to look like a full collection.
Packing specification
Folding method, individual polybags, tissue, hangtags, barcodes, carton configuration and marking. The unit cost is small; the freight consequence is not, because carton volume — not piece count — drives chargeable weight. A packing spec that looks cheap per unit can cost more to ship. Which lever to pull first, by category
The levers are not equally available in every category. Pulling the wrong one produces a saving on paper and a worse garment in the box. This is the order we would try them in.

Read the last column carefully. In most categories there is one element where saving money costs you more than it saves — usually the thing the customer feels directly, or the thing that would be expensive to put right later.
From a manufacturer's perspective: how a factory reads your specification
When a production team opens your tech pack or reference, it is not looking at the design. It is running a mental cost sheet, in roughly this order.
- What is the fabric, and is it stocked? This decides the minimum and the lead time before anything else is considered.
- How many operations is this? Read off the construction, not the photograph.
- Is there a block we can adapt, or a new pattern? Development is the risk variable.
- What are the colourways and the size run? This multiplies the cut.
- What is outsourced? Decoration, custom hardware, specialist washing.
- What is the packing spec? Affects both unit cost and carton volume.
- When is it needed? A compressed schedule costs money — overtime, air freight, or a split order.
Notice that quantity is not at the top of that list. It matters, but it is the last thing that changes the arithmetic. This is why the most productive cost conversation is not about how many pieces you will order — it is about which line of the specification you are willing to change.

The labour line does not move at all — the garment is the same. Everything that changes is either a fixed cost being spread or a fabric basis decision. Timeline is a cost lever, and an underestimated one
Schedule compression is paid for, always. The payment takes one of three forms, and you rarely get to choose which: overtime on the line, air freight instead of sea, or splitting the order across more than one production window so it can be sequenced.
What makes this a genuine lever rather than a fact of life is that most compression is self-inflicted. Fabric procurement and sample approval are the two stages that most often consume the buffer, and both are partly under the buyer's control — approving lab dips and fit comments quickly buys back days that would otherwise be bought with money later.

Quality level is a cost variable — name it explicitly
Two manufacturers can quote the same garment at different prices because they are quoting different quality levels, and neither is being dishonest. Inspection intensity is real labour, and the agreed defect tolerance is a specification like any other.
Specify it rather than leaving it implicit: what inspection happens inline, what happens at final, what sampling level is used, and what defect tolerance applies. What your target market adds to the cost
Some cost is not in the garment at all — it is imposed by where you intend to sell it. These are easy to overlook because they do not appear on the tech pack.

None of these are large individually. Collectively they are the difference between a landed cost you planned and one you did not — and all of them are cheaper to decide early than to retrofit onto a finished order. Tell your manufacturer your destination market at the start; it changes what they specify.
The costs buyers forget
- Custom trim and hardware minimums, which can exceed the first order itself.
- Additional sample rounds beyond the number included in the quote.
- Third-party inspection before shipment — usually worth it, and always a real cost.
- Freight, driven by carton volume rather than piece count.
- Duty and any testing required by your destination market.
- Schedule compression — overtime, air freight, or splitting the order across lines.
Common mistakes when cutting cost
- Cutting sample rounds. The cheapest round to skip is the one that would have caught the fit problem in the bulk.
- Removing structure invisible in a photograph. Boning, tape and interlining are there for a reason; remove them and the garment changes, even if the picture does not.
- Downgrading fabric without re-testing drape and hand. A cheaper cloth that photographs differently is not a saving.
- Spreading a small total across many colourways, which raises the per-piece cost while making the range look bigger.
- Negotiating the number instead of the specification. The difference is absorbed somewhere, and you will find out where.
- Skipping pre-shipment inspection to save a small fee. It is the only cost on this list that protects every other one.
What a change after approval actually costs
A specification change is cheap before cutting and expensive after it, and the cost is not linear. The later it lands, the more of the order it touches.

The lesson is not to freeze the design early — it is to concentrate decisions into the sampling window, where changes are cheap, and to be decisive during it. The most expensive specification change is the one made after the pre-production sample has been approved, because at that point the factory is no longer developing your garment, it is repeating it.
How cost behaves on a reorder
A second run of the same style should cost less per piece, and knowing which parts fall — and which do not — tells you what a fair reorder price looks like.
- Development is already paid. Pattern, grading and sampling do not repeat. On a small order this is the single largest difference.
- The line is proven. Operators know the garment, timed operations come down, and the rejection rate usually falls with them.
- Fabric and labour do not fall. They scale exactly as before, which is why the reorder saving on a large order is proportionally smaller than on a small one.
- Two things can push it back up: fabric price movement between orders, and any specification change you have made since approval.
Ask for the reorder to be quoted against the retained standard — the approved fabric swatch and the pre-production sample from the first run. Without that reference you are not comparing the same garment, and a small drift in fabric or trim is easy to miss until it is on the rail.

What to send to get an accurate cost
A quote is only as good as the specification behind it. Send the same package to every manufacturer and the replies become comparable.
- Product images, flats or a physical sample
- Fabric preference, or the fabric you want sourced
- Construction notes — lined or not, closure method, internal structure
- Quantity per style and per colourway
- Size range
- Trims, hardware, labels and packaging requirements
- Target delivery date, in your hands
