Seat and rise are drafted per size, not scaled
The relationship between waist, seat and rise changes across a size run. Scaling a base pattern linearly is what produces the classic complaint that a size up fits worse at the seat.
Inseam and break point are specified, not assumed
The intended hem break against a shoe changes the whole proportion of a wide-leg pant, so it is agreed before the pattern is finalised.
Stretch wovens need a recovery check
On stretch trousers the fabric's recovery, not its stretch percentage, determines whether the knee bags out by the end of a day.
