This article covers what the pack is for, who inside a factory reads which part of it, and how its contents turn into a price. It does not catalogue every field — what a fashion tech pack should include does that — and it does not compare the pack against a physical reference sample, which tech pack versus reference sample handles.
The reason to understand the document rather than just assemble one is that a pack has two audiences with different appetites. The sample room reads it to build the garment. The costing desk reads it to price it. A pack that satisfies one and not the other produces the most common first-order complaint in the trade: an accurate sample that cannot be made at the price you expected.
Quick answer: what a tech pack is
A tech pack is the specification for a garment: what it is made of, how it is constructed, what measurements it must meet, what trims it carries, and how it is finished and packed. It is written so that the same garment can be produced twice by different people and inspected against a number rather than an impression.

That last row does more work than it looks like. An undated pack is not a specification; it is a suggestion, because two people can each hold a different copy and both be sincere.
Who reads it, and which page they care about
A pack circulates inside a factory before anyone cuts anything. Different desks extract different things from it, and a gap in the part one desk needs becomes a problem in a completely different stage.

Read that table as a list of failure modes rather than a list of responsibilities. Each row is a stage that has to guess when the pack is thin, and guessing is what produces inconsistency between an approved sample and a production run.
The five parts, and what each one decides
1. The measurement chart
The chart is the part that turns fit into something checkable. It lists each point of measure, the target for each size, and an acceptable range. The tolerance is what makes it a specification: “about 92cm” can only be disputed, whereas “92cm ±1cm” can be measured and either passes or fails. Without tolerances, every inspection ends in a conversation about how the garment feels.
2. Construction, described from the inside
This is the section most often written from the outside, and the one where the money is. Lining, interlining, stay tape, boning, facing, closure type, seam finish and hem method are invisible in a photograph and decisive in production. A pack that describes only what is visible invites a different interior construction — which will look acceptable in a sample and behave differently in wear, and which will change the cost, because the interior is where the labour sits.
3. Materials, named by behaviour
A trade name alone is not a specification. The same name covers a range of cloths across weight, stretch, recovery and drape, and two of them will produce visibly different garments from an identical pattern. A useful materials section names the article if it is specific, and states the required behaviour if it is not: weight, stretch, recovery, drape and handfeel. That is also what allows the factory to substitute sensibly rather than arbitrarily when a cloth is unavailable.
4. Trims and hardware
Zips by length, type and finish; buttons by size and colour; hooks, eyes, boning, elastic, interfacing, thread. Trims are the most common source of a late surprise, because they are small enough to be treated as detail at the design stage and are specified by the hundred at production. A trim that exists as one sample piece may not exist as four hundred in the specified finish.
5. Finish, labelling and packing
Care labelling, content labelling, origin marking, where the brand label sits, how the garment is folded, what bag it goes into, and the carton specification. These are the fields that feel administrative and are in fact the ones that decide whether the goods can be sold in the destination market without re-labelling, and whether the freight is charged on actual or volumetric weight.
Manufacturing perspective: what a pack has to survive
Inside a factory, a pack does not stay in one pair of hands. It is read by the pattern maker, then by the sample machinist, then by whoever approves the sample, then by the cutting room, then by the line, then by inspection. That journey is where a pack either works or fails, and it fails in one specific way: an ambiguity that looks unimportant at the first reading becomes a decision at the third.
The handover test
A useful way to judge a pack before sending it is to ask what the fourth reader will do with each instruction. If an instruction requires knowledge that only the first reader has, it will be resolved by whoever reads it next — differently. “Match the reference garment” fails this test because the reference is not in the building at the cutting stage. “Pleat depth 4cm, six pleats, positioned as marked on sheet 3” passes it.
Why the pack is a costing document
Costing is not a separate exercise from specification — the specification is the input. Fabric consumption depends on panel sizes and the marker, which depend on the measurement chart. Labour depends on the number of operations, which depends on the construction section. Trims are a line item each. Finishing includes the packing specification. A pack that leaves any of these open forces the costing desk to price a range instead of a garment, which is why thin packs attract cautious prices.
The three sections that move the price most
Costing has a long tail of small inputs and three large ones, and all three are sections of the pack rather than decisions taken later on the factory floor.
- Measurements and size range. Panel size drives fabric consumption, and the number of sizes drives marker complexity. Adding two sizes to a first run changes both the cloth required and the time spent planning the marker.
- Construction detail. The interior is where the labour is. A lined bodice with interlining, stay tape and a boned panel is a different number of operations from a simple lined bodice, and operations are the unit labour is counted in.
- Trims and finishing. Zips, buttons, boning, beading and the finish at the hem each carry both material and time. Beading is the clearest case: a bench operation whose cost scales directly with area and density.
The practical consequence is that a price revision after sampling is almost always traceable to one of these three, and it is almost never the factory's labour rate. When a quote returns higher than expected, the productive question is which of the three moved — and the answer is usually visible in the pack rather than in the negotiation.

The same lined satin midi is briefed twice, by two brands, to the same factory.

The important difference is not that Pack B is more detailed. It is that Pack B has removed the decisions that would otherwise have been made by someone else. Those decisions get made either way — the only question is whether they are made by you, before the work, or by a machinist, during it.
When you do not have a finished pack
Plenty of brands arrive with a reference garment and a photograph. That is workable, and manufacturing without a tech pack covers how the missing parts get built during development. What matters is knowing which parts cannot be left to development.
- Measurement intent. Even without a full chart, the key points and the intended fit must be settled before a pattern is drafted.
- Fabric identity. A swatch or a named article. Everything downstream depends on the cloth behaving the same way twice.
- Construction standard. At minimum, the elements that change cost: lining, closure, and the finish at the hem and neckline.
- Packing requirement. It can be decided late, but it must be decided before the freight is booked.
Everything else — detailed trim specifications, the full graded chart, label placement — can be developed with the factory. What cannot is the small set of decisions that determine the shape, the fabric and the cost, because by the time those are settled the pattern, the sample and the price all have to be redone.
Common mistakes
- Writing the pack for the outside. The invisible parts are where interpretation and cost both live.
- Leaving tolerances out. A target without a range cannot be inspected, only argued about.
- Naming a fabric without a weight or behaviour. The same trade name covers several cloths.
- Multiple versions in circulation. Without a version date, two people can each be correct and still disagree.
- Treating packing as an afterthought. It is a freight cost and a marketplace compliance requirement.
- Sending it and assuming it was read. A pack that has not been questioned has probably not been understood.

Frequently asked questions
How detailed does a tech pack need to be?
Detailed enough that a person who has never seen the design can build the garment. The test is not length but unambiguity: a one-page pack with tolerances and construction details beats a twenty-page pack of photographs. The most common failure is a pack that describes appearance thoroughly and the inside of the garment not at all.
Does it need to be in a particular format or software?
No. A clear PDF with numbered sheets is entirely workable, provided it is versioned and the measurement chart is legible. What matters is that the document can be read, pointed at and dated — not which tool produced it.
How do I handle updates after I send it?
Issue a new version with a date and state explicitly which version it replaces. A change communicated in an email without a new revision is how two versions end up in circulation, and a specification with two live versions is not a specification.
Does the tech pack include the pattern?
No. The pack specifies what the garment is; the pattern is the factory's draft of the shape required to make it. If you already own the pattern, sending it alongside the pack removes a development step and usually carries the fit history with it.
Does a better tech pack reduce the price?
It reduces the uncertainty the price has to cover. A thin pack forces a supplier either to price cautiously or to make assumptions that get revised later. Neither is cheaper than a complete specification, and the revision is the more expensive of the two because it arrives after sampling.
Who owns the tech pack?
The brand, normally — it describes the brand's product. Where a factory develops the specification on the brand's behalf, it is worth stating in writing which parts transfer. Ambiguity here tends to surface years later, when a brand wants to move production.
Can I start without one?
