The fabric has to come from the same dye lot, the trims have to match, and the two pieces have to grade so that a customer buying one size gets a top and bottom that actually work together — which is not automatic when each piece is graded independently.

Same dye lot, held as one cutting ticket
Both pieces are cut from one fabric lot and tracked together, so a set is never shipped as a top from one lot and a skirt from another.
Grading is coordinated across the two pieces
The top and the bottom are graded against each other, so the waist position on the skirt still lines up with the hem of the top across the size range.
Packing keeps the set together
Sets are packed as units with matched size labels, which avoids the split-size problem that shows up as a return.
